Howie was born May 17, 1946 in Ogden, Utah to Howard and Margaret Taggart. He spent his childhood at Taggart's Camp where he worked at Taggart's Service with his dad and brother. He graduated from Morgan High School in 1964 and attended Weber State University and the University of Utah. He served in the army for 2 years, one of which he spent in Vietnam. Howie married Becky Ralphs December 3rd 1971, they recently celebrated 45 years of marriage. Howie and Becky had one son Dylan, born in 1973 and moved their family to Lyman Wyoming in 1974, where Howie went to work at FMC, until retirement. They added another daughter Hillary to their family in 1976 and one more daughter, Terril in 1982.

Howie enjoyed the Bridger Valley area because of its’ desert, high plains and mountains, He also loved the canyon where he grew up and many places in northern Utah. Howie was a man of many interests including art, music, science, he loved all kinds of music and enjoyed singing to the kids and the grand kids. he was an avid reader, his happiest times were taking a ride on a dirt road in the mountains looking for wildlife, and spending time with Becky his kids and grand kids. It seems that his favorite sound was laughter based on all the stories and jokes he told.

He suffered from heart disease and spent many hours with doctors and at hospitals. He joined clinical trials to help with the treatment of AF and attended conventions with doctors to explain the condition from a patient point of view.
